HR system is the basis of an unit composed of the management system, and it is also an unit of mechanisms safeguard to achieve organizational goals. Zhejiang Radio & Television Group (ZRTG) has been responding to the call of the Party Central Committee and has been exploring and practicing constantly in aspect of the personnel system reform, meanwhile, oneself also is a pilot unit of cultural system reform with larger efforts, its experiences and lessons are worth discussing and studying. Personnel system is closely related to the group system. Around the cadre and personnel system reform of ZRTG, this paper actively explores the way of cadres "under contract" in the radio and television systems; It institutions under the explore implement recruitment system reform of personnel dismissal resettlement way; It explores the actual post settings principle, setting method and post evaluation system, which adapting to the actual work in radio & film and television field; It explores the realization form, which according to production factors to participate in distribution; Meanwhile, it researches on the way of talents evaluation, development and training system, the process staff capacity conversion, social security cohesion, problems of outside personnel management. It discusses how to gradually establish mechanism of employing, talent incentive, talent evaluation, talent cultivation, talent flow and various security, which are appropriate to traits of the radio, film and television sectors; Then it formulates or perfects a batch and above mechanism, which adapt to the rules and regulations, and forms a set of personnel management system and operating mechanism, which is scientific, standardized and can produce practical profits.The thesis firstly analyzes the relevant research situation of personnel system both in China and abroad., then to study of the theoretical method, the structure and media properties position of ZRTG; The status of ZRTG is discussed from three aspects, which are the personnel scale and structure, the current personnel system analysis and the drawbacks of current personnel system. Since then, from ZRTG of personnel system reform research, employment system and distribution system and the reform of the system of assessment promotion launched in the reform of personnel system of gain and loss analysis, and finally put forward some perfect ZRTG in the reform of personnel system of some thinking. Hereafter, gain and loss analysis is presented around personnel system reform research, employment system, distribution system and assessment promotion system of ZRTG. Finally it puts forward some thinking to perfect the reform of personnel system of ZRTG. Newer idea is proposed at the current personnel system situation of ZRTG, which are: Adjusting the personnel structure and vigorously introducing a group of understand management, good management of high-end compound talents to join radio and television ranks; Standardizing management of enterprises employees; Introducing competition mechanism, establishing and perfecting the incentive mechanism, completing the work of post setting, and reforming the distribution system; Four reform directions are put forward such as strengthening the cultivation of talents, paying attention to employee's education training, and gradually establishing new learning organization of radio & TV and so on.Around institution mechanism and system reform, the personnel system reform of ZRTG formulates related personnel system which is suitable for the new system constantly, in order to make radio and television industries bigger and stronger. Based on the research of ZRTG in the reform of personnel system, the paper discusses how to solve such issues encountered in personnel system reform of our provincial radio and television systems, which takes the situation, problems and achievement of ZRTG as example, combining domestic and foreign radio and television media development situation and human resources theory. This article has certain reference significance to the related institutions of the personnel system reform.
