With the development of the science technology in recent years, the large companies and medium-sized enterprises have accumulated more and more assets. However, because of the internal reasons and changing market environment with fierce market competition and increasing development of science and technology, most of the assets are not fully used. They are inefficient or invalid. The existence of these inefficient and invalid assets not only concerns the management condition of enterprise, but also intimately affects the competitiveness. Therefore, how to unleash these assets has been an essential part of the enterprises’ management. In this thesis, the author tends to construct indle assets leasing platform to help strengthen the inefficient and invalid assets. Leasing management, arrangement of idle assets for the enterprise management provides a unified information management platform, the enterprise will be around the platform to set up specialized assets lease management department or company, through information technology, it will work to adjust and revitalize the inefficient, invalid assets, reduce the waste of idle assets, save enterprise costs, improve the efficiency of the use of enterprise assets, and enhance the enterprise’s cost awareness, saving awareness and efficiency awareness,maximum use of all kinds of idle assets, by authors synergies, improve market competitiveness and anti risk ability.This thesis mainly researches the requirements analysis of leasing platform, data modeling, the design and implement methods of the platform. The significance of the platform is fully mobilize the internal asset allocation, renting activity, and construct benefits oriented mechanism of resource allocation to maximize the value of the assets,decrease the accumulation of idle facilities, construct leasing platform providing communication platform for enterprise idle and demand property information release, provide service platform for inter-enterprises to allot renting property, receive and pay trade capitals, offer evaluation tools for enterprise leasing and renting business.Based on J2 EE technology, using ESP development platform for design and development, the use of Weblogic application service and Oracle database design a unified enterprise idle asset lease swap platform, including asset file management, information release, adjustments and lease asset management and asset appraisal query analysis, etc.Regenerate the inefficient, invalid assets, to strengthen the system implement, to provide online management means, the administrative department for assets management provides the method, as well as the asset lease management company providing business management system, at the same time can make each management department in the platform to the enterprise in the efficiency of the stock of assets is to understand and control, to effectively control the repeated investment and organization management based on asset leasing and means, will also be carrying out the management system for the management department, to provide powerful means of monitoring.This essay testing enterprise idle asset swap leasing platform, mainly including the system each module function test. Through test completed the expected results, as mean while, it summarizes and analyzes the test conditions and test results, the system can complete the functional goals. The platform at the early stage of the design function achieves the demand analysis and design requirement, can satisfy the use requirements of the relevant personnel. After adjustment of idle assets leasing platform of each module function was tested, and verified the platform’s function and role, and further illustrate the importance of the platform of idle assets treatment.
