In the era of the knowledge economy, knowledge workers have become the core competitiveness of the organization. The organizational managers must motivate their knowledge workers effectively to devote their knowledge and skills towards enabling the organization's further development. Compared to ordinary laborers, knowledge workers'incentive is more difficult and complex to understand, with many surprising aspects.The editorial staff of small and medium-sized newspapers are knowledge workers that are responsible for content production. It's of critical importance to study editorial staff motivational factors, for the survival and development of these newspapers.In this paper, using the public management of the incentive theory, based on the research by American knowledge management expert F.M.K.Tampoe, I analyse the causes of the dearth of motivation of Guangxi CPPCC newspaper editorial staff and propose workable remedies.
