Design Of Shanghai Residents’ Health Records Based Health Informatization Project

With the improvement and perfection of information technology, medical and health service have been in high-speed development period of information technology. Medical and health service is related to the health and happiness of the majority of the people and public safety, which is the important guarantee of the development of economy and society. Establish a perfect medical and health system can reduce the residents’medical costs efficiently; improve the quality of medical and health service; Health informatization is an important guarantee to deepen the reform of the health system. To achieve the goal of health informatization, each separate health information system need to be combined and form inter-regional networking of health information system.This paper analyses on the status of health informatization, the existing models and the problems, reference to Canada’s electronic health records blueprint, then design the Shanghai residents’health records based health informatization project, which initial realizes Shanghai health informatization.Firstly, this paper refer to the direction of the development of national health informatization and electronic health records definition, combine with Shanghai existing city and district level health information system, then design the overall framework of the Shanghai residents’health records based health informatization project; clarify the realization of regional health information by detailed introducing every platform function of electronic health records system. Secondly, design application platform based network architecture according to electronic health records system; deploy IPsec VPN network security policy and implement the network configuration. Lastly, design the host server partition according to the system platform; install various integrated software according to the system requirements; design and achieve high-availability database cluster.
