This thesis discusses design and implementation of Shanghai Electrical Power Cable Company’s engineering safety and environment protection management system. This system is an important part of the company’s overall informational management platform, and its developing purpose is to put engineering project quality, engineering operation safety and environment protection all together as an entirety to conduct highly efficient and integrated management. At the same time, it put safety management and environment protection as a part of projects’beneficial results to manage and improve consistently.Generally, this system needs to achieve the following management functions:the first type of function is basic information management function, which includes environment protection type basic information and engineering operation safety type basic information. The second type of function is engineering environment protection type transaction and environment protection information assessment management. The third type of function is engineering safety type transaction and assessment management, which faces to the dynamic electrical power cable engineering project implementation procedure and conducts integrated management to engineering safety transaction processing flow, engineering safety index and equipment safety test data assessment. Based on the above functions, this thesis gives detailed analysis and discussion of them, establishes user case modules and software design scenarios. This software system uses client-server structure. Client end is oriented to safety monitoring engineers and project managers, providing comprehensive information management interfaces. The middle business layer software units include environment protection transaction management unit, safety transaction management unit, transaction flow management unit, environment protection monitoring index assessment unit, safety engineering index assessment unit and basic information database. The thesis introduces the software infrastructure scenario, database design and main modules’data processing flow design.Shanghai Electrical Power Cable Company’s engineering safety and environment protection management system uses C# to develop applied server programs, and uses Oracle as core database. It is applied on the company’s headquarter and project department’s WLAN. It has been passed trial running and functional/performance test, and reaches its anticipated developing goal.
