As an effective information support platform to Shanghai information pipeline company’s business of engineering management, it’s very important to make efficient management to information infrastructures and information transmission network. Hence, Shanghai municipal information committee proposed a municipal general information management platform developing project, especially to solve some key problems which the traditional methods can not solve in municipal information infrastructures construction and management.This thesis discusses the design and implementation of the company’s engineering information management system according to the company’s real operation requirements. First, it generally summarizes the advanced theory and practical methods in modern engineering project resource management. Then, to meet the company’s real needs in engineering construction project supervision, it discusses the material management function in detail, which includes material planning management function, purchasing management function, material inventory management function and equipment management function. Based on the demand analysis, it also builds the design scenario of the software system, including the main data entities’logic structure in the system’s database, the software structure of each function’s sub-system interior design, data structure and some main algorithm’s logic design. The software is implemented via Oracle database at backend platform with PL/SQL and Java as programming languages. It not only apparently improves the efficiency and accuracy of project management, but also stable and reliable and reaches the developing targets of requirements.
