| Personnel file is always important information of individual work and life, has long attracted people’s attention, but at the present stage, with the development of modern market economy, increase the flow of personnel, all aspects of the importance of personnel archives enough, so there are many problems in different degree. The purpose of this paper is to study the flow characteristics, respectively, personnel management of personnel archives, archives management system theory, combined with practice, through the study of the scientific method of mobile personnel file management of Dalian Jinzhou New District, a statistical data, through questionnaires and interviews found that the problems existing in the personnel file management flow the causes and effects of different regions, the reference file management policy and system of archives management work flow of local personnel, solve the existing system level, staff level and specific operational level issues, the need to speed up the development of the corresponding mobile personnel files management in China to adapt to the archives management system and Scientific Outlook on Development. This strategy, to promote a rational flow of talent in the area between, realize reasonable allocation and utilization of resources effectively, improve the quality of personnel, are of great significance.This paper include the following four parts:The first part:Foreword, to introduce the research background, research purpose and significance, elaborated the key, status and achievements of domestic and foreign research, the research ideas and the characteristics.In the second part, the paper expounds the present situation and the existing problems and the causes of the problem. Through examples of analysis of Dalian Jinzhou District Talent Service Center specific file management to sum up summarize the problems existing in the flow of personnel in China’s personnel file management process, and analyzes the main problems existing in the current archives management work, is the factual basis for the following countermeasure research.The third part:is the main part of this thesis, is designed based on the practice, learn from the advanced experience at home and abroad, respectively from the flow of personnel archives management laws and regulations, system and organization, management and practice to control these four aspects analysis to put forward solutions and demonstrate the feasibility.The fourth part:to discuss the policy suggestion of the personnel archives management.
