Chinese cadre personnel files began with Yan An review period when political and history materials which can be used to assessment the loyalty of cadre were the most important part. The cadre personnel files were labeled political brand deeply from its birth. Since the founding of People’s Republic of China, the cadre personnel file system builds up gradually, and in order to fit the system of unit and identity in highly centralized planned economic system, the cadre personnel files were actually alienated to the means of control that bounds the flow of talent.After the policy of reform and opening, some corresponding reforms start in the cadre personnel file system with China establishing Socialist market economy gradually and trying to make it perfect, deepening the reform of the cadre personnel system, building up National Civil Service System and floating personnel files becoming the main body that cannot be neglected in all types of personnel file. These tentative reforms contain some aspects such as establishing the system of floating personnel file on the basis of the personnel agency system, carrying out management by objectives across the country especially in grass-roots organizations, developing and deepening the Informatization construction of the cadre personnel file. However, the reform way of cadre personnel file system is covered with so many thistles and thorns that it progress difficultly because of hysteresis property in the traditional cadre personnel file system, the friction between new system and old system, the rigidity of ideology, the power monopoly in some institution and misconception about personnel file from public.The key of resolving the problem is to reconstruct the traditional cadre personnel file system and establish the public personnel file system and. In other words, we need to promote the transformation from cadre personnel file system to public personnel file system gradually by using "public" in the modern sense instead of "cadres" in the traditional sense,"public service" instead of "political control","public interest" instead of "interest group". At the same time, we must set up comprehensive security for personnel file relative person’s right to restrain power monopoly of personnel files institutions and cultivate the public’s trust and identity of personnel file system. Finally the public personnel file system can release its system benefit and realize the public interest. Setting up the public personnel file system is beneficial to clear the direction of the traditional personnel file, safeguard the legal rights of personnel file relative person and reverse the trend of politicization, mysticism, indifference in the field of management of personnel file by putting forward the new idea of system benefit, public interest and public service.
