Personnel file management in China has experienced the evolution of quite long, and gradually formed a set of mature management ideas, ways of thinking, management mode and method. However, since the reforming and opening up, with the rapid development of China’s socialist market economy, social structure is becoming more and more complicated and diversified, migrant workers also produced in large amounts, making China’s traditional personnel file management mode and method is confronted with severe challenges. With the frequent flow of talent, more and more old planned economy under the "person" to a "social man", has been regarded as a symbol of citizenship of the personnel file is part of the people as "not essential" worldly possessions. These people think that the traditional personnel records and live, work relationship has become no longer close, to become the individual personnel files when handling more casual, even indifferent to them. One of the more prominent problem is the "abandoned files clan" phenomenon."Abandoned files clan" phenomenon, is a prominent problem now flow personnel records management field, its reason is in many aspects. This paper is divided into six parts to elaborate, the first part is the introduction, research methods and ideas are mainly stated the purpose and significance of research, domestic development status and trends, the research content,; second part is the theory elaboration and the analysis of the concepts involved in this paper, the existence of personnel flow the personnel files of the background of the times and social, organizational and personnel system are described, and discussed the flow of personnel records the subject scope and the scope of the subject. Allow readers to fully understand the flow of personnel archives. The third part describes the main content of mobile personnel file management in China, mainly including the flow of personnel archives collection and collation, preservation, utilization and service work and the transfer of work. The fourth part mainly describes the current society of China mobile personnel dossier "abandoned files" phenomenon, and produced many "abandoned files group". Further analysis of the causes and consequences, the huge number of groups generated mainly includes:the management of personnel archives management and using excessive charges; illegal "to file" phenomenon; the employer, the flow of personnel archives consciousness etc.. The fifth part is the existence of mobile personnel files management in China problems."Abandoned files family" caused by the flow of personnel in China’s personnel file management is still in the situation, the problem of personnel archives management and the resulting also worthy of our attention. The sixth part is the flow of personnel archives management reform measures. Such as:the government should flow personnel archives management funding into the budget; perfect the archives laws and regulations, reduce illegal "to file"; the establishment of flowing personnel records "meet" system; perfect personnel file management system; supplement, adjust the contents of the archives, to improve the file use value; improve the management mechanism of the quality of management staff.This paper is mainly through the analysis of current mobile personnel "abandoned files", in view of the current flow of personnel in our country reform of personnel archives management puts forward some preliminary suggestions, hoping to help set up a whole set of new personnel file management mode and management system, in order to adapt to China’s current situation and the need of frequent flow of talent market economy the rapid and healthy development, to reduce the flow of talent flow in the process of personnel archives "abandoned files" phenomenon, provide better service for all of our social, economic and other aspects of development and prosperity.
