Oracle is used as background database, and security mechanism and management mechanism of Oracle database is used to this administrative management platform. In the process of system development, Software engineering ideas and methods are applied Analyze functional requirements and divide function modules of E-government management system. The overall design was implemented from the function of the system structure and technical structure two respects. Main function modules of the e-government office system include user's desktop function module, user login function module, personnel management function module, document flow function module, file management module, labor Forum functional modules and Internal mail function module.It is easy to transplant system to the various operating system platforms, due to the adoption of a layered architecture, the expansibility of the system and function of module reusability is greatly enhanced.Finally, a rigorous functional and performance testing is implemented. The test results prove that the online shopping system is fully functional and operational stability, and it is realistic that system is applied to day-to-day office in government department.Research for the subject has a certain theoretical value and practical significance.
