With the rapid development of modern computer technology, E-government industrygreatly boomed. Extensive application of modern e-government system will also play anincreasingly important role in reducing the daily expenses of government departments,rationalization of government decision-making and improving the efficiency of governmentdepartments.Currently, research of e-government systems has low efficiency of software development,iterative development and many other serious problems. The use of software engineeringthinking to develop e-government software platform will effectively solve the softwareduplication of development, high development costs, low efficiency of development and otherissues.Aid of modern computer network technology, this paper design and implement ChifengCity Human Resources and Social Security Bureau office e-government system. The goal ofthis system is to serve the masses, simplify administrative office processes, and achieve opengovernment. Ultimately, the thesis achieves effectively implementation of main businesses inChifeng City Human Resources and Social Security Bureau.The paper firstly elaborated on the background and significance of the development ofe-government; analyze the domestic and international development of e-government system,and in turn cited the salient features of e-government applications. Secondly, the mainstreamarchitecture technology is used in modern office system implementation process is introduced,and paper make a design framework of e-government office system based on modern Java EEplatform.Chifeng City Human Resources and Social Security Bureau office e-governmentplatform is designed and developed using MVC and Struts technology, this application usesOracle9i as the back-end database. In the whole process of design and implementation ofapplication software, thinking of software engineering is introduced to analyze detailedfunctional requirements of system. According to the various sub-function modules of system,the overall design of the system is implemented for the specific functional structure.Mainfunction modules of Chifeng City Human Resources and Social Security Bureau office e-government system include user’s desktop function module, user login function module,personnel management function module, document flow function module, file managementmodule, labor Forum functional modules and Internal mail function module. Thee-government office system uses a hierarchical design approach; this makes the systemgreatly enhanced portabilityFinally, a rigorous functional and performance testing is implemented. The test resultsprove that the online shopping system is fully functional and operational stability, and it isrealistic that system is applied to day-to-day office in government department.Research forthe subject has a certain theoretical value and practical significance.
