On the basis of the project of "networked water geographical information system of NanTong", which is commited by the water conservancy of NanTong. The system is developed and has characteristic of integrated computer graphic with database, its aim is the JPEG map vectored, the map is the water map of NanTong, to achieve the management and control of the rivers and water resource facilities in the township (town) or county (city ) of NanTong. The thesis discusses the whole course of developing NanTong networked water geographical information system from requirement analysis to implement. The system is made of three ties, which are remote browse, middle server and spatial data server, and UML is utilized to develop each course and carried on flexible model, the networked geographical information system mainly includes comprehensive management subsystem and remote browse subsystem, which implemented the map operation in the bureau, city and county, attribute data management, map to attribute data inquiry, attribute data to data inquiry, map upgrade and the data report, etc. Integrated management management subsystem is adopted the MapX component of Mapinfo Company to develop in second, which realizes that the water map and its information is managed and maintained in the center of NanTong bureau. Remote browse subsystem provide management and inquire of all kinds of water map and its information in remote by the internet network, and its published component Map Web is based on the MapX component, it can accomplish the data interchange between the remote browse and the Web server by HTTP protocol. The whole system is efficiency. Finally, the fuzzy theory is adopted to evaluate the developed system, by the indexes of the network, functionality, etc, the result is that the system is " outstanding ", the suggestion is put forward to and gived the following questions, such as dependability of the network, the security and response speed of network, etc, and define the next work purpose, development trend of the geographical information system is looked forward to in the future.
