With the rapid development of economy in today, the information technology has become a significant factor of modern society. Therefore, more and more comp anies began to look for a way to take advantage of information technology to enh ance core competitiveness of the program. Usually many enterprises would have pr oblems like low efficiency of the employees work or low enterprises organize prod uction capacity. Performance evaluation system was introduced as one of the soluti ons, it can not only solve many problems in enterprises like insufficient efficacy, b ut also can achieve a more robust enterprise management capabilities, But performa nce evaluation work in many enterprises did not take advantage of information tec hnology tools,and this waste a lot of resources of the enterprises. so it is very im portant to develop a information technology tool combined with performance evalua tion theory to help enterprises to improve the management efficiency and work effi ciency.The design and implementation of performance evaluation system is based on the actual requirement which are get by immense amounts of concrete research abo ut the process of enterprises performance evaluation, combined with the theories of performance evaluation mechanism and software engineering development knowled ge. The development of the system include the works like software requirement an alysis of the system, the system design, the implementations of the system and the system testing. After a lot of research and contrast of different method in perform ance evaluation theory, the system has adopted 360-degree assessment method, whic h will help the manager to make a more scientific analysis about the performance issues. This system's structure is B/S, it also used web technologies like PHP and BootStrap and finished functions like evaluation result management and so on.The system described in this paper have meet all the requirement of an minor enterprise. It has been used in the enterprise and has enhanced the company's management efficiency. Meanwhile this system could play a certain reference for simil ar systems.
