Under the deepening macro background of electric power system reform, the power industry's operating environment has changed. On behalf of the power industry's highest level of power listed company, its performance evaluation studies have become the hot issue gradually. So, how to build a listed electric power enterprises performance evaluation software with low-costly, efficient and specific characteristics in an information Era and how to achieve the purpose of reasonable and effective evaluation and feedback are not only particularly important to the manager, but also become a vital research direction of the evaluation work.Firstly, on the basis of the overall summary of literature in the field of performance evaluation, we pointed out some deficiencies about the existing evaluation research of listed electric power enterprises and illustrated the necessity and urgency to develop software based on DEA model. Secondly, we defined the connotation of performance evaluation enterprises, and elaborated the theories and features of some particular per formance evaluation methods such as EVA, AHP and PCA. Moreover, we combined with the user applicability of the performance evaluation of listed enterprises to propose the C/S architecture and Access database as a data management to design the performance evaluation software. At last, according to the financial performance evaluation system, we used the procedural programming language to achieve a dynamic and real-time performance evaluation, which improved the efficiency of evaluation work. The research results were as follows: first, DEA had a natural advantage of avoiding subjective factors, simplifying operations and reducing errors. It contributed to find the inefficient financial factors and adjusted to achieve the best operating condition of listed electric power enterprises. Therefore, it had a wider range of application compared to other performance evaluation method; Second, in accordance with the principles of integrity, operability, purpose, simplification, relation between the input and output index, we built the financial performance evaluation system including three aspects, which were operation ability, solvency and profitability; Thirdly, with regard to the evaluation of software design and development, it could carry out the accurate evaluation of the overall efficiency, scale efficiency and technical efficiency on listed electric power enterprises by using the simple and practical written in c # programming language and Access database software. Thus, the evaluation software might greatly reduce the subjectivity and complexity compared to manual evaluation.
