Recently, the state-controlled Publishing Groups are enhancing level of competition by various reform measures such as Public financing, international cooperation, diversified industrial test the water, improve the internal governance structure, breaking regional restrictions, expand the business scope and scale, these important initiatives aimed at enhancing the competition of the publishing group is effective, has become an issue that is of practical significance but also have research value. Considering the special nature of the publishing industry, the research results of the competition of enterprises and the publication in an open competitive market by foreign scholars, can not be fully applicable in the domestic publishing industry, And because shorter time have domestic publishing groups set in market, lower domestic publishing group competition is researched, base on last research results, this paper try further research.In this paper, the competition of domestic and foreign scholars are combed and the relationship between expound of Publishing Group competition and cultural connotation of "soft power" are discussed; China's state-controlled publishing history and status of the Group's development are analyzed through SWOT analysis such as China state-controlled publishing group strengths, weaknesses, opportunities and threats; the article focuses on constructing 20 evaluation index system of cultural enterprise competition, selects the country eight listed cultural enterprises, through factor analysis to calculate composite scores common factor scores and rankings demonstrates that the " soft power " level is a key factor in competition between the development of cultural enterprises and publishing group influence, and base on Porter " five Forces " model, the competition of domestic and international publishing group are compared and analyzed in for different competition Causes; last, to conclude some recommendations of competition about China's publishing group's to improve the internal governance structure from the publishing group, to build the core competition, enhance the soft power of culture to enhance the ability to open up the international market and the strengthening of the four aspects of human resources management.This paper bases on the results of evaluation of domestic and foreign scholars on the competition of enterprises, combined with the characteristics of our corporate culture, four tentatively established cultural enterprise competition evaluation index system from the asset, financial, internal management and development capabilities, and by comparative analysis of the competitive performance of state-owned holding Publishing Group and the international publishing industry, the state-controlled publishing group's competitiveness is analyzed in multi-angle, thus to evaluate the enhancing of competitiveness of state-controlled publishing group more scientific rationality.
