In 2003 China officially launched a pilot reform of national cultural system.By 2010 almost all the for-profit publishing houses have completed the transformation into enterprises and become independent market players—state-owned publishing enterprises.During this process,quite a few publishing houses made pioneering efforts to achieve the diversification of business scope by establishing joint venture with their backbone employees or private publishers,or investing in non-public enterprises.These changes are essentially mixed ownership reform.At the Third Plenary Session of the 18th CPC Central Committee,mixed ownership reform was elevated to an important form to realize China' s basic economic system.However,from the overall situation of publishing industry,we find that state-owned enterprises have been relatively slow to react to this reform initiative,which has a lot to do with the many problems in mixed ownership reform both inside and outside the industry.Finding out these problems and their solutions is of great importance to deepening mixed ownership reform of state-owned publishing enterprises.The research object of this paper is Chinese state-owned publishing enterprises which are authorized by the administration department under the State Council and whose major business is publishing.Adhering to the basic principles and spirit of Marxism,this paper employs the methodologies of historical materialism,observation,interdisciplinary research,literature research and systems analysis,and makes a literature review on the research both at home and abroad.On this basis,the author examines the guiding ideology of China' s mixed ownership reform—Marxist theory of mixed ownership,builds the theoretical framework of this paper,and explores the status quo and major problems of mixed ownership reform conducted by state-owned publishing enterprises.Consequently,the author proposes a variety of paths and access to mixed ownership suitable for state-owned publishing enterprises,and practical countermeasures to prevent the risk,mainly the loss of state-owned assets and the risk of publication quality,and to improve management of enterprises to facilitate sustainable development of mixed-ownership enterprises.Mixed ownership reform involves the change in relations of production.Both publishers and other industries worry that these changes might make Chinese economy deviate from socialist path and Marxism.Although there is a lot of research on mixed ownership reform,but most of them tend to be superficial and few researchers have deeply explored the guiding ideology of China' s mixed ownership reform—Marxist theory of mixed ownership.Thus,the research should first eliminate people's confusion on mixed-ownership reform.The author makes a deep exploration on the theoretical basis,basic content and its value for contemporary age of Marxist theory of mixed ownership,analyzes the connection and essential difference between Marxist theory of mixed ownership and western theory of mixed economy,thus proving that the mixed ownership reform in current China has a solid theoretical basis of Marxism.State-owned publishing enterprises not only have industrial attributes,but also have the ideological attributes.Therefore,they cannot ignore this particularity when conducting institutional design and innovation.As to how to realize mixed ownership,the author provides state-owned publishing enterprises detailed blue print:mixed control over publishing rights should be forbidden,state-owned shares should have absolute control over sectors dealing with production of spiritual products,special management system should be established in distribution sector,and relative freedom of mixture is allowed in printing sector.In the mean time,the author believes that as long as state-owned publishing enterprises take scientific ways to conduct mixed ownership reform,they can prevent the risks and improve corporate management to achieve sustainable development.The author also puts forward practical countermeasures for state-owned publishing enterprises.
