The quantity and quality of innovative talents are related to the progress and development of the country.Shandong province is an economic power and is a large population in China.Especially Shandong province is an important member of the Bohai Economic Rim,it is playing an increasingly important role in our country's economic society.The number of national science and technology parks in Shandong ranks second in our country.The science and technology park is the most important role in development of innovative talent,especially as the talent gathering area.The effect of science and technology park innovation talent development policy is related to the development of the entire park and Shandong province.It can improve the level of development of innovative talents in science and technology park through evaluation and optimization of the policy implementation effect.So it promote the further development of science and technology park.In this paper,we research the Shandong science and technology park innovation talents policy.We use the questionnaire survey,statistical analysis and comparative research methods.It evaluate the implementation effect of the innovative talent development policy in Shandong province.Firstly,this paper combs the domestic and foreign research and expounds the significance of the policy implementation effect basing on the actual situation of Shandong province.Secondly,this paper introduces the situation of 8 science and technology parks in Shandong province.Innovative talent development policy includes five aspects: introduction,training,motivation,mobility and entrepreneurship.This paper analyzes the current situation of policy implementation from the five aspects.At the same time,the evaluation model is constructed from two aspects of input-output and satisfaction evaluation.Then this paper select the evaluation index and establish a evaluation system.The last,this paper evaluates the effect of the policy implementation basing on the input-output data from 2010 to 2015 and satisfaction survey data of 8 science and technology parks in Shandong province.This paper draws a conclusion through theoretical research and empirical analysis.There are obvious differences the 8 science and technology parks in view of input-output efficiency.It can be divided into three categories according to the level of efficiency.Jinan,Qingdao and Yantai science and technology park input-output are the highest efficiency.Weifang,Zibo,Jining,and Linyi science and technology park input-output are higher efficiency.Rizhao science and technology park the lowest efficiency.In addition,the introduction of talent is the highest satisfaction and the flow of talent is the lowest from the evaluation of the policy implementation.Jinan and Yantai science and technology park satisfaction is higher.Rizhao science and technology park satisfaction is low.The input-output level of Qingdao science and technology park is the highest,but the satisfaction is relatively low.Therefore,the input-output efficiency is high,but the satisfaction is not necessarily high.The satisfaction of innovative talents is also related to the park infrastructure,living environment,convenient transportation and other factors.This paper improve the policy and the effect of the implementation policy according the evaluation results.This paper makes optimization from three aspects: policy formulation,implementation and improvement of the park environment.
