With the economic globalization and the development of knowledge economy,the world's talent contest has become white-hot.At the expense of a lot of manpower and resources,countries around the world are constantly strengthening their talent strategy,optimizing the corresponding talent policy,and striving to have an advantage over others in the talent contest.Since China first put forward “implementing the strategy of reinvigorating China through human resource development” in 2002,a series of policies and measures are introduced from central to local to attract talents,especially high-level talents.After the "public entrepreneurship and innovation" initiative,innovative and enterprising talents,especially high-level innovative and enterprising talents have become the focus of attention,with related policies emerging in an endless stream.Local governments at all levels are doing their utmost to attract high-level talents and carry out innovative and entrepreneurial activities,with a view to promoting economic development mode transformation and industrial transformation and upgrading.However,it is found that some problems still exist in studying the implementation of these policies on high-level innovative and enterprising talents,for example,how are these policies implemented,whether the policy objectives have been achieved,which factors affect the implementation of these policies.Therefore,this paper puts forward some recommendations to modify the existing problems,which are of a certain research value and practical significance.Based on the theory of satisfaction degree,this paper investigates the satisfaction degree of high-level innovative and enterprising talents towards the implementation of policies related to high-level innovative and enterprising talents in S District of Chongqing by means of the questionnaire survey and interviews.The empirical analysis results of the survey data show that the satisfaction degree of high-level innovative and enterprising talents towards the implementation of relevant policies is above the average,but their satisfaction degree towards some policies themselves,the ability of some executive personnel,execution supervision mechanism and supporting service system is low.Then,the author analyzes the underlying reasons of high-level talents' low-level satisfaction and puts forward some suggestions: to improve scientific policy-making,to strengthen personnel training,to improve the supervision and evaluation mechanism,to optimize the service supporting environment,etc.This paper is expected to bring useful inspiration to the implementation of policies related to high-level innovative and enterprising talents in the current context of increasingly fierce talent contest.
