Since the beginning of the 21 st century,the world has entered the era of knowledge economy in an all-round way,and the impact of technological innovation development on social life and economic development has been increasing.Scientific and technological talents are the driving mechanism for the development of scientific and technological innovation.The development of scientific and technological innovation is inseparable from scientific and technological talents.The countries of the world are also paying more attention to scientific and technological talents.After the 40 th anniversary of reform and opening up,Guangdong Province has become one of the national economic and talent provinces,and its scientific and technological talent research is imminent.The scientific and technological talent policy has the significance of macro-control and guidance for scientific and technological talents.Only scientific,systematic and reasonable scientific and technological talent policies can enhance the independent innovation capability of Guangdong's scientific and technological talents and enhance the attractiveness of Guangdong's scientific and technological talents.The evaluation of the implementation effect of the science and technology talent policy is an important part of the implementation of the science and technology talent policy.The scientific and rational evaluation of the implementation effect of the science and technology talent policy has great theoretical and practical significance for the reliability and effectiveness of the science and technology talent policy formulation.In recent years,Guangdong Province has increasingly recognized the importance of scientific and technological talents,increased the introduction,training,exchange,guarantee and encouragement of scientific and technological talents,and introduced a large number of scientific and technological talent policies in all aspects of the development of radiation science and technology talents.After several years of implementation of these scientific and technological talent policies,it is necessary to analyze and evaluate the implementation effects and problems in the implementation process.This paper first introduces the research status of science and technology talent policy at home and abroad,and expounds the theoretical basis of the evaluation of science and technology talent policy.Secondly,this paper sorts out the texts of the science and technology talent policies promulgated by Guangdong Province from 2010 to 2016,and classifies them according to the classification criteria of the China Talent Development Report;builds an evaluation index system for the effectiveness of science and technology talent policies in Guangdong Province,and summarizes 19 The statistical data of the third-level indicators from 2010 to 2016 were standardized and processed.Then,the evaluation function was established by using the cost-benefit model,and the evaluation of the implementation of the science and technology talent policy was carried out.Thirdly,this paper finds that the implementation effect of science and technology talent policy in Guangdong Province has shown an upward trend in recent years.However,there are still insufficient talent policy systems,insufficient scientific and technological environment construction,insufficient individual creativity of science and technology talents,and incentives for scientific and technological talents.A problem that is not systematic and has a single approach.Finally,this paper proposes countermeasures and suggestions for expanding the scope of scientific and technological talent policy radiation,balancing various types of scientific and technological talent policies,improving the evaluation system for scientific and technological talents,promoting the full exchange and cooperation of scientific and technological talents,and increasing investment in science and technology basic research and development.Effective integration to enhance the implementation of the science and technology talent policy.
