Colleges and universities breed cradle of talent, with the rapid development of world science and technology of today, from higher number of personnel power competition to talent-quality competition, to the top-notch innovative talent-quality of competition during this series. New technology under the current international situation, the top-notch innovative talents to play a direct relationship to the prosperity of a nation.In our colleges and universities from elite-education to general-education, costs nearly10years, from Human Resources to the power of human resources transformation, we still touch the top creative talents in the peak-world of human resources."National medium and long-term educational reform and development program (2010-2020)"mentioned that in the training system:update the training on the concept of innovative training model,the reform of education quality evaluation and personnel evaluation system,in the past, colleges and universities top-notch innovative personnel training point of view, and there was a gap among the developed countries, thetop-notch innovative talents to develop policy proposals can not be from the micro-level guide for practical action, in efficiency point of view to explore the resources is very important.Training by the top-notch innovative talents of input-output efficiency programs, could provide direction for the college building and grounds.Based on university top-notch innovative personnel training program input and output characteristics, established of the university top-notch innovative personnel training program evaluation system inputs and outputs, and use of data envelopment analysis (DEA) method, our sample of24colleges and universities, Ministry of Education top-notch innovative personnel training for efficiency evaluation, given the non-DEA efficient university top-notch innovative personnel training related indicators and outputs into less redundant capacity.Main conclusions are as follows:1,Samples in24colleges and universities, DEA effective for the17colleges and universities, non-DEA efficient for the7colleges and universities, accounting for evaluation of the proportion of the total number of colleges and universities were72%and28%, indicating that this sample of24university top-notch creative talents input-output overall, with the higher efficiency.2,Top-notch innovative talents from our colleges and universities the size of the efficiency point of view,24universities,17colleges and universities develop top-notch creative talents in a constant state of efficiency of scale, there are3universities in top-notch innovative personnel training efficiency in decreasing the size of the state, there are4universities top-notch innovative personnel training in increasing the efficiency of the state scale, the proportion of approximately70.8%,21.9%,8.3%. This indicates that most colleges and universities develop top-notch creative talents are in the same size or increase the efficiency of the state.3,In this paper, projection analysis, calculated the three non-DEA efficient (comprehensive technical efficiency and pure technical efficiency are not to1) top-notch creative talents of the university can reduce the amount of input and output can increase the amount, and depending on the relative effective colleges and universities come to various non-DEA efficient university top-notch creative talents target projection value.
