To promote the development of compulsory education, and reduce the current situation of the education gap in Hainan. A policy was issued, which the government put forward to balance the compulsory education. It refers that all of Primary and secondary schools should be built as the standardization school by the end of 2015, but we failed to reach this target.Owned to the standardized school construction policy as the research object, this paper mainly analyzes in carrying out the problems of this policy. In order to strengthen management of the government and the supervision evaluation system to promote the effectiveness of this policy. This paper includes four aspects: the introduction part summed up the standardization of school construction policy, whose goal is the response to balance the compulsory education development. Taking the development of current compulsory education equalization as the theoretical support and the significance of this paper. The first chapter expounds the background of the standardization school policy, there are four dimensions such as school conditions, the school management, teaching task and special characteristics, which is the standard of compulsory education.But the focus on the implementation of this policy, we met lots of specific difficulties. It refers that the subject of policy had weaken their rights, lack of overall planning on the policy implementation by the government, the responsibility and supervision of this policy is unclear. So based on the universality of the problems encountered in the process of standardized school construction, we should improve the school's articles of association rules, and set up local supervisory evaluation system, for the purpose to improve the effectiveness of this policy. So we still need to broaden the depth and breadth of standardized school construction research.
