Teachers' professional development of teachers' training is more and more interdependent today, the scientific and legal system of teachers' training has become a fundamental guarantee for teachers' professional development. Teachers' training system mainly refers to the common administrative rules and guidelines in the process of promoting teachers' professional development, including the various levels of teachers' training policies and related regulations.In this paper, the promulgated by the Taiwan<Normal Education Law>, < Teachers' Education Law >, < The scheme of improving teachers' quality in primary and middle schools> and < White paper on Teachers' Education > and other policies and regulations as the basis, aims to explore the evolution characteristic of primary and secondary school teachers' training system in Taiwan, and puts forward the revelation to the development of teachers' training system on the mainland.In the course of the study mainly adopted the method of comparative research method and literature method.First of all, the institutional change theory and new institutional economics theory as the theoretical support, on the impact of policies, laws and regulations related to the development of training system in primary and middle school teachers in Taiwan area and the mainland were summed up.Secondly,according to the policies of "Normal Education Law", "Teachers' Education Law" and “Teachers' education white paper”and so on, from the level of the core value concept, legal safeguard mechanism, financial support mechanisms, operating mechanism and other important factors, it is analyzed that the social background and the stage characteristics of Taiwan elementary and middle schools' teacher training institution evolution,to explore the characteristics and effects of the evolution of the training system of primary and middle school teachers in Taiwan. Especially in the operating mechanism, teachers' training system in Taiwan clearly highlights the characteristics of teachers' learning and development, highlights the lifelong learning of teachers, and sets up the platform of"teacher in service learning information network"; considers the autonomy of teachers' learning and advocates the "teachers' independent professional training institute ",develops teachers' learning flexibility and advocates the " school-based teachers' training institute ",pays attention to teachers' career development stage and emphasizes the " sustainable and high quality of teachers' professional development ",pays close attention to the cooperation and practice of teachers' learning and establishes the “mechanism of teachers' training alliance"; and plays to teachers' reflective learning and forms the evaluation mechanism of teachers' professional development. Finally, based on the analysis of the characteristics of Taiwan primary and secondary school teachers' training system,it puts forward the enlightenment according to the practical problems in the training of primary and secondary school teachers in mainland China :teachers' training should be based on the professional development of teachers, promote the construction of the legal system,pay attention to the scientific construction,strengthen the detection and evaluation and establish a long-term,normal and staff training system.
