A team of high-quality teachers is one of the key to the success of Japanese basic education which enjoys high reputation in the world, while the teachers’ in-service training system helps a lot. This paper focuses on the staff training center in Japan,and analyses deeply on the system of teacher’s training in Japan through the methods of literature analysis, case study and investigation interview.Japanese teacher training system includes institutional research and training implemented by the state, prefectures, official staff training center, and non-institutional research and training conducted by the campus and staffs. The system has formed the features that complete legal protection, cooperating closely between agencies, combining with regional characteristics, a comprehensive study covering, rich training content and the diversity of research method. However, with the diverse and complex problems of education, the current institutional research and training cannot satisfy the special demand of every teacher while the non-institutional research and training, such as training in school and self-training,has not been developed completely.Sato Manabu, a Japanese scholar, puts forward the idea of constructing learning community which enlightened the solution to the disadvantages of staff training.They are good ways to improve the efficiency of teacher training through complementing with the institutional training, constructing the studying community of staff training in and out of school, and conducting the school-based teaching research and training.
