Commission for Discipline Inspection of the Communist Party of China and Supervision organ are the main body of the anti-corruption in Chinese.How to carry out anti-corruption more efficiently in the new situation? The Functionalist Theory can answer it.It holds that the components of a system or an organization are functionally interrelated.Active functions contribute to the continuous working of the system,and negative functions cause the system to disintegrate and change.The Organizational Goal Theory by Peter F ﹒ Drucker argues that a system or an organization can be efficient only if it is focused on its sole goal,and that decentralization can destroy the organization’s working abilities.Based on above theories,The author studies that Independent Commission Against Corruption(ICAC)of Hong Kong and Corruption Practices Investigation Bureau of Singapore have a functional advantage.They are in line with the Functionalist Theory and are characterized by streamlining,focusing on the precise functions,Aimed one.Both system have advantages.Commission for Discipline Inspection of the CPC and Supervision organ should learn them and calibrate their functions in the next reform.Adjust its internal institutions and functions to achieve a new cohesion.Take the advantage of the both system and provide more power for anti-corruption.Play a good role in erecting a no corruption governments and the CPC.
