In order to strengthen the building of a country under the rule of law in the new era,a Party and state supervision system with Chinese characteristics has been established since the 19 th NATIONAL Congress of the CPC through continuous progress in the reform of the national discipline inspection and supervision system.The discipline and law connection mechanism of the discipline and supervision system mainly includes two parts: the discipline and supervision organs smoothly realize the connection of discipline and law inside,and the judicial organs and law enforcement departments effectively realize the connection of law and law outside.The connection between discipline and law is an important way to deepen the reform of discipline inspection and supervision system and to promote the standardization and rule of law of discipline inspection and supervision.Reform of discipline inspection system,from central to local disciplinary and supervisory organs offices of government office,which means that the current discipline inspection organs,the party’s supervision of the body,is also a dedicated national supervisory authority,as enforcement authorities and law enforcement agencies,as well as review disciplinary problems at the same time to carry out illegal and criminal investigation,We should consider both the factor of ji and the content of law.Therefore,the connection of discipline and law,the connection of law and law,has become an important theoretical proposition of the current discipline inspection and supervision work,but also an important practical topic related to anti-corruption work.This paper is divided into six chapters.The first chapter first describes the research background and significance of the thesis,then the literature review,and finally the research methods and the key content of this paper.The second chapter introduces the connotation of the connection of discipline law.Firstly,it introduces the main concept of the connection of discipline law,and expounds the basic connotation of the connection of inner-Party regulations,national laws and discipline law in detail.Then it expounds the important relationship between discipline and law,including the relationship between the authority of the party and the authority of the rule of law,the relationship between the party governing according to rules and the rule of law,and the relationship between intra-party supervision and state supervision.The third chapter introduces the implementation status of the convergence of discipline law in W City,briefly describes the current convergence mechanism of national discipline law,local exploration,principles to grasp in the implementation,and introduces the ways and paths of the convergence of discipline law in W City from the aspects of the establishment of discipline inspection and supervision organs,case handling process,and the effectiveness of the convergence work.The fourth chapter summarizes the problems and performance of the connection of discipline and law in local practice,including the application of discipline and law,work implementation,connection mechanism,departmental coordination and other problems in the discipline and supervision work through the study of the current practice of discipline and supervision.The fifth chapter briefly analyzes the causes of the difficulties in the connection of discipline and law,and elaborates from the four aspects of laws and regulations system,system implementation,department coordination and organization management.The sixth chapter is on how to accurately grasp the ji china-france relations,how to accurately apply the "four kinds of form",how to do ji method,procedures,standards,measures of cohesion,how to coordinate the relationships between internal and external departments unit,finally realizes the effect of "one plus one is greater than two",around the legal standard,work implementation,system guarantee,department coordination,organization and management five aspects are also proposed.
