| The Party Constitution enforces the Commission for Discipline Inspection with the responsibility of supervision,discipline enforcement and accountability,while the Constitution and the Supervision Law endow the supervisory commission with the responsibility of supervision,investigation and accountability.Supervision is a basic responsibility for both the Disciplinary Commission and the Supervisory Commission,which plays a crucial role in governance.It is the fundamental guarantee for the proper exercise of power and an important support for the effective operation of the state system and governance system.The fifth plenary session of the 19 th Central Commission for Discipline Inspection emphasized that it is necessary to improve the supervision system of the Party and the state and integrate supervision into the construction of the “14th Five-Year Plan”.Supervision should be run through the whole process of economic and social development under the leadership of the Party,and the improvement of power operation and supervision and restriction mechanisms should be regarded as the basic construction of the implementation plan,and a full-coverage responsibility system and supervision system should be established.Since the reform of supervision system,the Commission for Discipline Inspection and Supervision of R County has focused on the main responsibility and main business,promoted the comprehensive strict governance of the Party firmly and steadily,the construction of Party conduct and clean government and anti-corruption work,and achieved a series of results.However,there are still problems in the process of supervision,such as weak supervision,behindhand methods and insufficient supervision.Therefore,this paper will focus on how to improve the supervision efficiency of R county.This paper takes the R County Commission for Discipline Inspection and Supervision as the research object,studies the supervision of R County through literature research,discussion and questionnaire,and explores effective ways to strengthen the supervision work of grassroots discipline inspection organs,which has certain theoretical and practical significance for the grassroots to further deepen the reform of the supervision system and better perform the supervision duties.According to the writing needs,this paper comprehensively summarizes domestic and foreign discussions on power supervision and restriction and anti-corruption,and expounds the main concepts of discipline inspection supervision,supervision responsibility,“four forms of decadence” and “four forms”.Through summarizing and analyzing the supervision practices and effects of R County,sorting and analyzing the information collected by questionnaire survey and interview,it finds that there are some problems existed in the process of performing supervision duties of R County,such as weak supervision,backward ways and means,and insufficient personnel strength,and explores the need to strengthen supervision consciousness,the imperfect supervision mechanism,the team construction can not keep up with the requirements of the situation,and the relatively backward information development,and other reasons.Finally,according to the above problems and reasons,it is proposed to highlight the focus of supervision,promote the transformation of supervision methods,establish and improve supervision mechanisms,strengthen team management,and improve the informatization level of supervision.It is hoped that this research can promote the Commission for Discipline Inspection and Supervision of R County to better perform its supervision responsibilities and improve supervision efficiency,and also provide reference suggestions for local grass-roots discipline inspection and supervision agencies. |
