| After the founding of New China in 1949,the Communist Party of China was determined to be the ruling party after a heroic struggle of indomitable and arduous struggle.In order to better shoulder the responsibility and mission of building a new China,the party has placed discipline work in an important position.In October 2017,the Central Committee of the Communist Party of China made it clear that from November onwards,the reform of the state supervision system should be gradually carried out throughout the country,covering institutional reform,personnel transfer,management methods and other aspects,which is a comprehensive reform in the history of discipline inspection and supervision in China,The reform of the state supervision system has clarified the contents of the Supervision Commission’s institutional setup,functional positioning,personnel establishment,work procedures,and other aspects,making the organizational structure and operating mechanism of discipline inspection and supervision organs more scientific and standardized.The establishment of provincial,municipal,and county-level supervision commissions can integrate the state’s anti-corruption forces to a large extent,ensure that discipline inspection and supervision organs give full play to their supervisory functions,and concentrate all forces to " fight tigers and swatting flies." This will help to better restrain public power and create a good political ecology in the local area.The contingent of discipline inspection and supervision cadres is a witness and participant in the development of discipline inspection and supervision work,and plays a decisive role in improving the party’s ruling ability,carrying out anti-corruption development tasks,and promoting political and economic construction.Strengthening the building of the contingent of discipline inspection and supervision cadres and comprehensively improving the comprehensive quality of discipline inspection and supervision cadres is an inevitable requirement for China to promote the comprehensive and strict management of the party at present.Based on the discipline supervisor discipline inspection committee after the reconsideration office,L M county cadre team construction as the research object,mainly adopts normative research,case analysis,the interview method,a comprehensive understanding and in-depth analysis of L,M county cadre team construction of discipline inspection work,found the L,M county discipline inspection cadre team construction in general continued to good cases,There are still many problems,such as the determination to fight corruption is not strong enough,the level of discipline and law enforcement is not enough,the professional construction of the team is insufficient,and the effect of restriction and supervision is not significant.After repeated thinking and interviews,The main reasons for the problems are not enough attention to ideological and theoretical learning,the mechanism of cadre selection is not perfect,the mechanism of education and training is not perfect,the mechanism of assessment and supervision is not perfect,and so on.Under the background of severe anti-corruption situation and strict Party governance,the Party Central Committee made new requirements and expectations for the improvement of the overall ability of discipline inspection and supervision cadres.This paper puts forward countermeasures and suggestions to improve the construction of discipline inspection and supervision cadre team in M county:first,to strengthen the ideological and political construction of cadres;Second,the scientific establishment of cadre access system;Third,improve the cadre education and training mechanism;Fourth,improve the incentive assessment supervision mechanism.By forging a cadre contingent based on the responsibility and mission of discipline inspection and supervision and in line with the requirements of social development,it has provided a strong talent guarantee for promoting the in-depth development of comprehensive and strict Party governance. |
