Study On Assessment Index System Of Military's Emergency Capability

The international environment and the internal situation of national security has been changing obviously in present age.All kinds of emergencies arrising frequently have been threatening the national security and stabilizing society circumstance.Using the military to deal with the serious emergency has been normal military actions,so emergency capability of the military becomes important increasingly.Assessment index system of emergency capability is the foundation of measuring emergency capability.Therefore,founding assessment index syetem of military's emergency capability become to be a important subject.With a view to sore need of military's emergency capability to insure the national security,the author of this paper attempt to establish scientific assessment index system of military's emergency capability on the basis of military actions to emergency,and by quoting the concepts of incident events/crisis,the theories of emergency/crisis management,evaluation,and by using studies on assessment index system of local government's(city's)emergency capability for reference.The main concents of this paper consist of the following several aspects:this paper declares the subject and purpose by discussing the background of national security,that it is extraordinary necessary for the military to prepare to handle with incident events.Then,it discusses the studies on emergency capability evaluation of local governments/cities.It quotes the concepts of incident events and theories of emergeney management and evaluation.According to the theories and research achievements on assessment indexes of emergency capability of local governments or cities,the paper definites the principle and process to establishing scientific assessment indexes of emergency capability.It also systematicly analysed the charaeteristies of the military's emergency capabilities in three dimentionalites as functions/missions of the military,procedure and attributes of the military action other than war,and the research on the basis of studying in lessons and experience in the military actions past.It abstract the essential factors of the military's emergency capability by the method of systematic analyse method and KPI(Key Performance Indicator).This paper selects adaptive process of computing weight and scoring,and they will constitute the assessment index system of emergency capabilities of the military.
