Reaserch On Safe City Assessment Model Based On "Risk-Capability"

The continuation of human civilization cannot be separated from the development and construction of cities,and safety is the core of urban construction.In recent years,with the acceleration of urbanization in China,emergencies such as natural disasters,accident disasters,public health incidents and social security incidents caused by various risk factors continue to occur,which not only cause huge economic losses,but also pose a great threat to the safety of residents.Therefore,how to carry out the construction of a safe city and how to continuously improve the level of urban safety are the key and difficult problem in front of humanity.To solve this problem,we have to clarify the concept of a safe city at first,and then build a corresponding assessment index system on the basis of clear concepts.After that connotations and select an appropriate method to establish an assessment model,which not only can clear the construction and management of safe city,but also provide scientific decision support for city planning,emergency treatment and risk control.This model will continuously improve the efficiency and quality of safe city construction and urban safety assurance work.On the basis of clarifying the concept of safe city,this paper proposes a safe city assessment index system and corresponding assessment model based on "risk-capability".Finally,the "urban operation system" and "risk prevention capability" are used as examples to conduct the safe city assessment in Beijing.The main research work is as follows:Firstly,this paper expounds the relevant theoretical concepts of risk and capability and analyzes the relationship between them and safe city.After that,the concept and connotation of safe city based on "risk-capability" is proposed to lay the foundation for safe city assessment;Secondly,this paper selects three well-known developed countries with rich management experience of city management and one third-party independent research institute as the research object,including the United States,the United Kingdom,Japan and the Economist Intelligence Unit(EIU).After listing their respective documents of safe city,the paper makes a comparative analysis based on the concept of safe city and provides some experience reference for the construction of safe city in China.Third,according to the concept and connotation of safe city and the previous theoretical research,this paper builds a safe city assessment index system based on "risk-capability" by referring to the previous research results and expert opinions and the theoretical thought of ISRS(International Safety Rating System).Then,according to the index characteristics of different parts of the index system,the article uses the G1 method,correlation analysis method and principal component analysis(pca)method to build a safe city assessment model.Using this model combined with the positive and grading index data can calculate the index score and corresponding safety level,which can provide decision-making reference for relevant management;Finally,taking the "urban operation system" and "risk assessment capability" in the index system as examples,the article uses the assessment model to conduct a comprehensive safety assessment of Beijing.By analyzing the assessment results,it can be seen that the safety level of Beijing's urban operation system is increasing year by year,and the risk prevention capability is good but there are still deficiencies.Based on this,the paper proposes corresponding countermeasures and suggestions with the specific assessment situation.
