The assessment of city comprehensive emergency response capability of sudden public events is one of the important contents of a city emergency management system. Establishing an assessment system of city emergency response capability of sudden public events is significant to the enhancement of emergency management of a city and the improvement of emergency response capability of a city's government when it faces the sudden public events.After a thorough study on existing domestic and foreign theoretical achievements and practical experiences, it is found that how to establish a complete and scientific assessment index system for city comprehensive emergency capability of sudden public events is almost uncovered. Therefore, based on system theory, process management theory and system dynamics theory, this dissertation focuses on the assessment index system for city comprehensive capability of emergency management for sudden public events, both theoretically and methodologically. The main research results are shown as follows.Through analyzing a large number of domestic and foreign literatures, this dissertation studies the developments, research achievements, existing problems and future developing directions of theoretical and methodological research on establishing assessment index system for city comprehensive emergency capability of sudden public events. Based on this, the research direction and contents of this dissertation are presented.Using process management theory, this dissertation illustrates the whole process management of comprehensive assessment of city emergency response capability of sudden public events. According to a time order of sudden public events developing, this dissertation explains the operating mechanism of comprehensive assessment of city emergency response capability of sudden public events and the theoretical framework of the assessment index system.Using system theory, a system analysis method for assessment of city emergency response capability of sudden public events is suggested. This method is based on viewpoints of system theory, follows principles of system dynamics, and raises a concept of big complex system for the assessment index system of city emergency response capability of sudden public events. Based on the concept, this dissertation discussed the operating mechanism, characteristics and the assessment index system framework of the assessment system of city emergency management of sudden public events.On the base of theoretical research and analysis, a fuzzy analytic hierarchy method is put forward according to the analytic hierarchy process. This dissertation develops a whole process assessment system for the assessment of city emergency management capability of sudden public events and constructs a multi-level hierarchical structure model for the assessment system.In order to make the assessment more scientifically and achieve a more practical assessment result, this dissertation uses a multi-level fuzzy assessment method to construct a comprehensive assessment model for the city emergency management of sudden public events, which is based on system integration, through adding, deleting and merging for the assessment index system of the whole process emergency response capability and of the whole system emergency response capability.Based on the construction of the comprehensive assessment index system of city emergency management capability of sudden public events, each index determination is given a detail assessment criteria. The balance score card is introduced into the expert judgments to ensure a more scientific and more efficient operation.Because the comprehensive assessment index system of city emergency response and management capability of sudden public events is a big complex system engineering, there is no single way which is able to solve all problems. Different methods could be used in an integrated way, comparing with each other and complementing each other. This dissertation uses the analytic hierarchy process, multi-level fuzzy comprehensive assessment method, expert judgment method, entropy weight method and the balance score card method to establish a multi-level fuzzy assessment model for the comprehensive assessment index system of city emergency response and management capability of sudden public events. A domestic city is selected to do an empirical analysis on its comprehensive emergency response and management capability. Based on the quantitative analysis, diagnosis and assessment of its emergency response and management capability are presented. Furthermore, improvement suggestions and goals are suggested.
