The Study Of Assessment Index System On Emergency Capability Of Cities Public Emergency

The cities play a very important part in the progress of our society development and economic reform; but viewed from sphere, frequency, scale and organization, this time is the frenquently-occuring period of unexpected public emergency events.This paper studies the assessment index system on emergency capability of cities public emergency, and it includes the following several aspects:At first, this paper discussed the background, aim, object, technical route of the study and the new ideas of the paper. It also explained the related concepts and theories of the emergency capability evaluation of public emergency.Secondly, this paper analysed the characteristics of cities public emergency and the emergency capabilities of cities, and then created the index system of emergency capabilities evaluation of public emergency in cities which is revised by the method of Delphi. Meanwhile the weight of all factors of the index system is determined by the method of AHP.Thirdly, the evaluation methods of public emergency capabilities of cities are studied, and the fuzzy comprehensive evaluation is expounded and the procedures of the fuzzy comprehensive evaluation of emergency capabilities of public emergency in cities have been designed. With AHP, the AHP-fuzzy comprehensive evaluation model which is used to evaluate the emergency capabilities of public emergency in cities is determined.At last, Dalian city is evaluated on its comprehensive capabilities of public emergency by using the evaluation model which is mentioned in this paper. The evaluation result can provide some suggestions and references to the reconstruction of emergency capabilities of public emergency.The study conclusion is summarized at finality. Some of issues are discussed and the future goals are pointed. As a result of tentative discussion and study, and because of the limit of my personal capabilities and reality situation, this paper still existes some shortcomings which need some deeper study and discussion in the future.
