Capability Assessment Of Urban Railtransit For Emergencies Incident Take Chengdu As An Example

In the past,the government and the public did not pay enough attention to public emergencies,which led to a series of negative impacts.It can be seen that the metro line which draws great attention of the public,has profoundly affected the travel of hundreds of millions of citizens.With the scale of line network construction and operation being expanded continuously,public concerns about rail transit are on the rise.The extreme weather shut down Zhengzhou’s subway system,killing12 people and injuring five,sparking a nationwide debate on the safety of urban rail transit.Failures of subway operating equipment,natural disasters and all kinds of public security cases have become the primary sources inducing a public emergency in rail transit.After a series of rail transit emergencies,the rail transit institutions have continuously improve their emergency response capacities by actively participating in handling the emergency and reducing the scope of damage to avoid further escalation of the emergency,which also allows the society to witness more responsibilities the rail transit institutions undertake.This paper systematically sorts out the relevant theories and methods of urban rail transit response to public emergencies at home and abroad.From the concepts of public emergencies to emergency management,this paper elaborates the types of public emergencies,scientifically establishes the framework of performance evaluation index for urban rail transit emergency response capability and a comprehensive evaluation model for emergency response capability,and builds a comprehensive,complete,scientific and effective urban rail transit emergency response capability evaluation system in accordance with the model.Based on the evaluation model and evaluation index system,a survey plan for evaluating the rail transit public emergency response capability is designed,and through the questionnaire survey,a comprehensive quantitative evaluation of the current status of rail transit public emergency response capability in Chengdu is carried out.This paper analyzes the reliability and rationality of the survey data through the quantitative research methods,as well as the advantages and disadvantages in the response process,and puts forward suggestions on emergency prevention and treatment,serving as a reference for urban rail transit management units.
