The Research Of Environment Evaluation System Of Major Projects In Cultural Industry In Beijing

As the rising industry of modern society, cultural industry, which has huge development potential and market efficiency, has increasingly become the new growth point of economy and the important content of national "soft power". In recent years in Beijing, great progress has been made in the field of cultural industry and industry scale continues to expand. In 2013, cultural industry become the second largest pillar industry with 9.1% output growth. Funds and major projects’ construction of the nine subdivision industry was increasingly perfected and the "two-wheel driven" in technology and culture improved steadily, which all made Beijing a cultural industry city with strong influence. In this circumstances, major projects played a great leading role in the process of the development of cultural industry.Environmental supports are required in the launch and implementing of major projects. The matching and perfection degree of supporting environment is directly relative to the operation and driving function of these projects. Through scanning the major projects in recent years in Beijing, this article divided the major cultural industry projects into campus project, platform project, business projects and major action project and sort out six major environmental elements according to the demand degree of environment elements. The elements are policy, capital, talents, technology, market and related industry elements.Through the hierarchical analysis method combining with evaluation index in different environmental elements, this article set up the environment evaluation system of major projects in cultural industry in Beijing and then tested it according to the different environmental elements, thus providing references for the selection of time, address, and policy of the major projects.
