Research On Evaluation Index System And Evaluation Methods Of Cultural Industry Safety In China

Cultural industry as a sunrise industry in the new century,with small pollution,low energy consumption and high yield of industrial characteristics,in line with the current requirements of Chinese industrial restructuring period.The Fifth Plenary Session of the Eighth Central Committee of the Communist Party of China made it clear that "the cultural industry became the pillar industry of the national economy" as a major goal of economic and social development during the 13th Five-Year Plan period.Over the past decade,Chinese cultural industry,the average annual growth rate of 21%growth rate,much higher than the GDP growth rate of 9.7%,we can see that Chinese cultural industry has gradually become a new engine of national economic development.However,Chinese cultural industry started late,in the process of rapid development,and there is weak competitiveness,small enterprises,low concentration of industry and a series of security issues,seriously affecting the sustainable development of Chinese cultural industry.Therefore,the safety evaluation of Chinese cultural industry is imminent,and it is urgent to construct a set of scientific safety evaluation index system and evaluation methods of cultural industry to carry out early waning of Chinese cultural industry safety.From the cultural industry safety evaluation related literature,we can find mainly around the cultural industry and industrial safety evaluation,even if a small part of the study involves the cultural industry safety evaluation,but the fit with the cultural industry is still not enough,not combined with cultural industries characteristics,many studies just stay in the theoretical level,the lack of quantitative research for the cultural industry.This article is based on industrial safety evaluation index system,the basic principles of the evaluation index system and the characteristics of the cultural industry,and this paper constructs cultural industry safety evaluation index system from the economic point of view,basing on the rough set to reduce the index system,and obtains the index system of the industrial safety evaluation index system.It obtain 24 key indicators,namely,cultural industry competitiveness generation capacity,cultural industry ecological environment,cultural industry international competitiveness,cultural industry control and cultural industry external dependence five primary indicators.In order to avoid the influence of subjective factors,we use the entropy method to modify the weight obtained by using analytic hierarchy process.Using the reasonable cultural industry safety evaluation method,the cultural industry security status is divided into five levels,from the overall safety and safety of key indicators in two aspects of cultural industry safety evaluation.Based on the established cultural industry safety evaluation index system and evaluation method,due to the wide range of cultural industries,this paper uses the cultural industry to subdivide the industry film industry case analysis.Based on the data of the film industry of the relevant statistical website,the security situation of Chinese film industry is evaluated according to the data of Chinese film industry safety evaluation index in 2010-2016.In view of the security of the film industry reflected in the evaluation results,the paper puts forward the scientific nature of promoting the healthy development of the film industry countermeasure.
