Objectives: The targets of this study are to learn about the health development status of parts provinces along the‘Belt and Road Initiative'in China by analyzing the economic development level,health resource allocation and population health indicators.In order to identify the gap between current situation and expected planning of health development of each peovince,the essay take the Healthy China2030 plan outline,National health service system planning outline(2015-2020)and the development requirements of major health indicators in each region's 13 th five-year medical and health plan as the reference standards.Then find out the factors which affecting the development of health service and promote the development of health of each provinces with the virtue of the ‘Belt and Road Initiative' platform.Methods: Using descriptive analysis to estimate the main health indicators which contained qualitative data and quantitative data of selected provinces.Using Lorentz curve and Gini coefficient to analyze the equity of health resource allocation.Established DEA data analysis model to evaluate the efficiency of health resource allocation.Build the unitary linear regression model for the indicators of economic and social development,people health and the input of health resources of each provinces.The statistical inspection level is ? = 0.05,and P < 0.05 for statistical differences.Results:(1)In terms of social development,it exist a significant gap on the level of economic and social development among the selected provinces,which can bedivided into three levels: high,medium and low.Gansu and Xinjiang ranked at last among the provinces in the sample because of their low prosperity index and regional human development index.Shanghai and Guangdong have higher index of prosperity and regional human development value,so they are ranking at the top of the sample provinces.(2)In terms of health indicators,the indicator level of population health in developed provinces is better than that in underdeveloped regions.There are differences between the current target value and the expected value in each province by compared with the health development plans which formulated by the government such as Healthy China 2030 plan outline and so on.And the gap between the indexes of the regions those with high-level of economic is smaller than that in regions which with low-level of economic.(3)In terms of health input,the government health input accounts for a larger proportion of the total health expenditure in underdeveloped provinces such as Gansu,Xinjiang and Hainan.The ratio of per capita health expenditure to consumption expenditure in developed provinces is lower than that in underdeveloped provinces.(4)In terms of health resource allocation,the population equity of health resource allocation is better than geographical equity in sample provinces.The utilization rate of health resources in Inner Mongolia and fujian needs to be improved,and other provinces is reasonable.(5)In terms of population health problems,the prevalence of cervical cancer,breast cancer and ovarian cancer among women in sample provinces has an increasing trend in recent years,and the prevalence of cervical cancer and breast cancer is higher than that of ovarian cancer.Xinjiang's incidence of class A and B infectious diseases such as viral hepatitis,tuberculosis,syphilis and AIDS is higher than that of other provinces and the whole country.Fujian's foodborne public health emergency problem is more serious than other provinces.Conclusions:(1)The development of health service in selected provinces along the ‘Belt and Road Initiative' is not sufficient and balanced.It is affected by regional economic development level,geographical location condition and health resource allocation.The health level of the population in developed provinces is higher than that in less developed regions.(2)The main health problems of the provinces along the routes are different and it is affected by economic development,natural environment,geographical culture and other factors.(3)The distribute of health resources in every provinces is unequal and the efficiency of health resource allocation needs to be improved.There was a positive correlation between the level of economic and social development,fairness of health resource allocation and population health index.(4)Every provinces' development of health needs to be strengthened by the higher health department's overall planning.Provinces should play their strengths according to their own functional positioning of the ‘Belt and Road initiative'.We need to strengthen mutual assistance and learning in medical and health fields,and work together to achieve common development on the silk road of ‘Healthy China'.
