Nowadays,the competition of overseas talents not only is an important part in resources contention among the management of industries,but also an important embodiment of soft power in each country,filed.In this paper,it takes the management of overseas talents in public hospitals in Tianjin as researching subject,and then to accomplish Investigation and analysis and theoretical deduction which are used to develop these people.In order to fill the blank in the research on the management of overseas health personnel in Tianjin,that are used in overseas talent management among public hospitals in Tianjin.This paper is based on the theory of overseas talents existing domestic and international,then made the investigation and analysis on the current overseas talents management in Tianjin public hospitals.Combining with the actual needs in management of health professionals in Tianjin,through analyzing overseas talent management in Tianjin,it had acknowledged the overall working situation of overseas talents in this city.Making transverse alignment with two domestic cities which are in the same level-Beijing and Shanghai,their comparisons mainly in three aspects: the environment of overseas talent' management,the policies of overseas talent and the construction of innovative carrier for overseas talent.Using that comparison to show the advantages and disadvantages that are existing in overseas talent' work in Tianjin,so as to summarize three ways in introducing and cultivating overseas talents at present.Analyze the works of overseas talent in Tianjin public hospital deeply,obtaining five problems that are existed in the management of overseas talent in Tianjin public hospital.After understanding the problem,learn from and analyze the advanced experience of introducing and cultivating health professionals in domestic and international.Drafting five main paths in accomplishing the strategies of the management of overseas talent in public hospitals in Tianjin.This researching results can be the basis of providing perfect policies for Tianjin Health and Family Planning Commission and other relevant government departments for overseas health professionals.Providing ideas for managing overseas talent of public hospitals in Tianjin health system.Realizing the practical spread of paths,not only can promote the construction of Tianjin public hospitals,in some degree,it also can promote the feedback of overall social benefits of Tianjin.
