| Primary health care institutions are the first line of defense in guarding the health of the population and play a crucial role in daily life in addition to providing basic health care services in the face of major epidemics.Currently,the new crown pneumonia epidemic has had a huge impact on the development of our society,while issuing an unprecedented challenge to our primary public health.The community has always been the most basic unit of livelihood management in China,and it is the first line of defense in this Newcastle pneumonia epidemic.It is imperative to further optimize the grassroots public health team in China.Ouhai District is located in Wenzhou City,Zhejiang Province,with a large resident population under its jurisdiction and a prosperous tourism economy,resulting in a large number of population movements,bringing many uncertain risk factors;at the same time,Ouhai District is also the old city of Wenzhou,with a complex community situation,new problems and new situations,making public health management work more difficult and complex.Under the demand of epidemic prevention and control,the public health team in Ouhai District has been equipped according to the household population for a long time,and the medical service capacity of district hospitals and community health service centers(township health centers)is not strong,which can only maintain the daily work operation and can hardly cope with the sudden and complicated epidemic disposal work.Therefore,this paper takes Wenzhou Ouhai District as a case study,which has certain typical significance and research value.Based on the competency theory,this paper investigates and interviews the person in charge of the epidemic prevention and control and public health work units in Ouhai District using questionnaire,interview analysis and empirical analysis to understand the current situation of the construction of the grassroots public health team in Ouhai District and analyze its problems,specifically insufficient knowledge reserve,single professional skills,lack of training motivation and low work service awareness.Through further analysis,it was found that the causes of the problems mainly lie in the inadequate talent selection system to meet the needs of competency,the imperfect competency training system of the talent team,the inadequate incentive measures to promote competent job duties and the inadequate ideological education work of the talent team.Finally,we propose the countermeasures related to the construction of public health team in Ouhai District,Wenzhou City from the perspective of competency,which include improving the talent selection system from the perspective of competency,perfecting the talent training system from the perspective of competency,optimizing the talent incentive measures from the perspective of competency,and strengthening the talent guarantee measures from the perspective of competency.It is hoped that the research of this paper can better protect the lives and properties of people in Ouhai District and maintain the harmony and stability of the society. |
