Research On Problems Of And Countermeasures For Implementation Of Medical Insurance System For College Students In Chongqing

Medical insurance system for college students in Chongqing has made some achievements since its implementation in 2009,such as reducing college students' medical costs,easing the students and their families' economic burdens,and guaranteeing the college students' medical demands and medical rights.As a result,more and college students have realized the importance of medical insurance for college students.Meanwhile,with the constant social and economic development,college students' medical demands also keep on changing.Medical insurance system for college students in Chongqing is also constantly amended and improved,for instance,increasing payment base,increasing reimbursement proportion,simplifying reimbursement procedure and making rules for transfer and renewing in different places,etc.,aiming at enabling the medical insurance system to adapt to the ever-changing economic development and college students' medical demands.The medical insurance system has also faced some problems to be further addressed and improved in addition to its remarkable achievements during the past 7 years since its implementation.This paper randomly sampled 500 students from three colleges in Chongqing to carry out anonymous questionnaire,and interviewed the organizations offering medical insurance in Chongqing as well as some related staff in colleges.Numerous data and information were collected in this way.The data reflected the status quo of implementation of medical insurance system for college students in Chongqing.The following conclusions are drawn by sorting out and analyzing the data: low coverage of medical insurance system for college students in Chongqing,students' weak awareness of buying insurance,students' universally little knowledge and cognition of the system.Furthermore,medical insurance system for college students in Chongqing also faces some problems amid implementation,for instance,insufficient medical service provision,low satisfaction of the insured,imperfect supervision and management mechanism,imperfect system connection,etc.These problems will damage the sound operation of the system.Through profound analysis on the causes of the aforesaid problems,this paper puts forward the following suggestions: increasing college students' cognition of medical insurance,enhancing their awareness of buying insurance,and improving medical service provision,optimizing the reimbursement procedure of medical insurance for college students to increase their satisfaction,further perfecting supervision and management mechanism,improving connection of medical insurance system in order to further improve medical insurance system for college students in Chongqing.
