Investigation Into The Current Situation Of The Medical Insurance For College Students In Changchun City

The medical insurance issue for college students in China is a big concern for today’s society, the college students as a unique group in this society are playing a vital role in social development and construction, who are therefore undertaking the future of our country, consequently, the medical security designed for this group is an indispensable part for the entire public health system. From the public medical treatment system implemented in 1952 to the combined approach of public spending and commercial insurance, a range of disadvantages and defects still exist in terms of the medical insurance for the young students. In 2008, the General Office of the State Council has issued <Guidance on including the college students urban residents medical insurance in the pilot range>, which marks a new stage for the reform of the college students medical insurance.From the autumn semester in Changchun Municipality in 2009, the university students based in Changchun have been included into the urban residents’ medical insurance domain. The policy has been implemented for approximately five years, this dissertation is written in such a context with a focus on the investigation of the practical progression of this policy, by means of analyzing relevant resources, questionnaire research, investigation of the conditions of being insured, reasons for being insured, health conditions, and other current issues, this essay concentrates on the problems and the reasons related of the medical insurance system in Changchun, simultaneously refers to the successful experience of foreign medical security designed for college students, providing a well-organized and rational proposals to this field. This essay is split into six sections:The first chapter is about the subject background, significance of research, literature review and research methodology.The second chapter introduces the development process of the college students’ medical insurance in Changchun, and the current policies being implemented.The third chapter mainly analyzes and investigates the current situation of the insurance system in Changchun by means of questionnaire.The forth chapter is built on the basis of the third part, and systematically analyzes the current problems and causing reasons for the medical insurance in Changchun.The fifth chapter seeks for a rational solution by comparing the foreign successful experience and domestic medical insurance policies.The sixth chapter proposes targeted suggestions and countermeasures with regard to the problems related to the current medical insurance system.
