Study On The Current Situation And Problems Of Medical Insurance For College Students In Hunan Province

Medical care has always been one of the most livelihood topics people are most concerned about.As an important national talent reserve,college students shoulder the heavy responsibility of the future development of the motherland.The issue of medical insurance for college students is very important not only for individuals and families,but also for the development of the whole country and society.With the rapid development of our country's economy and the continuous improvement of the people's living standards,the gap between the free medical treatment which established in the period of planned economy and the actual medical needs of today's college students is getting bigger and bigger.Therefore,the medical insurance system of college students has been reformed in various areas,but the effect is not obvious.Until 2008,the State Council put the university students into the basic medical insurance for urban residents.The system began to be implemented in Hunan Province in the autumn of 2009.It has been nine years ago and what is the current situation of medical insurance for college students? What are the difficulties in the implementation of the system? What are the requirements and expectations of college students on medical insurance? The answers to these questions not only concern the immediate interests of college students but also have great significance to the development and improvement of college medical insurance system.This paper is based on the theory of quasi public good,the theory of health and human capital and the theory of welfare pluralism.Using literature research method to analyze the development of medical insurance in Hunan Province,Then choose four different types of universities in Hunan Province,and conduct in-depth surveys on the current situation and problems of Hunan students' medical insurance in these four universities by interviews and questionnaires.The survey mainly includes: college students' insurance situation,health status,medical choice and medical expenses,cognition,satisfaction,medical insurance needs and wishes.The results found that college students' medical insurance in Hunan province mainly existed problems such as insufficient understanding of medical insurance,repeated participation in medical insurance,poor quality of medical service in school hospitals and low satisfaction with medical insurance.The main reasons for these problems are the weak awareness of medical insurance,the imperfect construction of medical insurance platform,the poor management of colleges and universities,and the difference between medical insurance and the actual medical needs of college students.In view of the above problems,this paper based on the four different insurance modes of Germany,the United Kingdom,the United States and Singapore,combined with the current situation and specific problems of Hunan Province,this paper puts forward the corresponding solutions from three aspects: government,universities and college students.First of all,the government should pay more attention to the medical insurance for college students,force all college students to participate in medical insurance,stabilize the financing mechanism of medical insurance,improve the overall level of medical insurance funds,and establish multi-level medical insurance system for college students.Second,universities should clarify their responsibilities in medical insurance for college students,increase publicity for medical insurance,increase the prevention and control of disease and health education,and improve medical care and quality of service in school hospitals.Finally,college students should increase their understanding of medical insurance and actively raise their awareness of health and insurance.
