In the current medical system,the masses are difficult to see a doctor,the problem is expensive,the main reason can be attributed to the fairness of medical and health services has declined,so the state legislature to implement the medical and health system reform,requiring governments at all levels to improve government health Put in a mechanism and take a series of measures.However,the implementation of medical reform so far,the overall evaluation of the fairness of health care services still needs to be strengthened,the total amount of government health investment,structure and scale remains to be further studied and discussed.Yingde City,the urgent need to solve the problem is in the balance between fairness and efficiency under the premise of how to more scientifically determine the government health policy and direction,so that the local government health investment mechanism is gradually improved,is to improve or to re-enter part of the innovation Of the mechanism or measures to ensure that the region's people's medical and health services to further enhance the level.Therefore,it is necessary and urgent to study the optimization of health investment mechanism in Yingde city government.This article mainly uses the literature review method,the statistical analysis method,the comparative analysis method carries on the analysis research.Through the Yingde municipal government health investment mechanism to explore the situation,the author concluded that:(1)government health investment mechanism needs further innovation.(2)the government,medical institutions,the community there is interaction between the three parties.(3)Yingde city government health investment mechanism there are prominent problems concentrated in:the local government on the government health investment responsibility is not clear;government health investment allocation structure is unreasonable;government health investment accountability system is imperfect.The main reason is that the government's responsibility for the maintenance of health care services is weakened;the government neglects the investment in basic public health;the government's performance evaluation system for capital use and the internal supervision system of medical institutions need to be improved.(4)Yingde municipal government should be combined with the actual,consider by government health investment accounted for 12%of the annual budget expenditure to ensure that the government "to protect the basic" social responsibility to effectively implement;to adjust the proportion of government health investment arrangements,The proportion of the annual increase in public health investment;innovative management methods,and gradually promote the doctor more practice system;optimize performance evaluation methods to ensure the effective use of funds.This research innovation point of view:(1)combined with the actual situation of Yingde City,in the form of laws and regulations of government health expenditure accounted for the proportion of fiscal expenditure in 12%?13%;provisions of public health investment growth ratio will not be less than last year's GDP The level of growth;(2)the implementation of physician practice to a certain extent,can control the growth of medical expenses.The shortcomings of this study are that the data used are data from the 2011 to 2015 network direct reporting system,although more accurate but lack of completeness,may affect the description of the relevant analytical data.
