Township Hospitals, Government Investment

With the development of our economy and society, the construction of the service-oriented government and public finances, the government gradually increased investment on the livelihood areas. As one of the most,medical and health areas, especially the township hospitals whose role is pivotal in a health care network in rural areas, the problems are in great need to be sorted. The specific problems of township hospitals can be summarized in four aspects:First of all, as to the scale of government health investment in hospitals, although the government investment has begun to take shape and maintained growth year after year, the scale of government spending on hospitals is still insufficient and consequently is difficult to show the responsibility of the government's social welfare commitment and thus has an impact on the rights of rural residents to get equal access to health resources, ultimately, which is not conducive to the improvement of the health level of all citizens all over the country. Secondly, in terms of the government health investment structure, there are some problems either with the use of structural investment for health or the accountability of health investment between the central and local government allocation. Consequently, there are differences in the health investment and the accessibility of health services between rural and urban, and thus there are more and more health inequities in the urban and rural health system. Thirdly, on the fair effect of government health expenditure, there are some unfair problems between medical institutions in urban and rural areas, and between township hospitals in the different areas, and between the different township hospitals in the same area. Fourth, from the perspective of the government health investment performance, the one is a government's investment performance, the other is the use of performance from the township hospital, and there is both some low efficiency to some extent.In view of the existing problems with government investment on township hospitals, this paper attempts to use surveys, literature studies, comparative studies, as well as case study method. With the series of research methods, an in-depth analysis of the government investment on township hospitals is carried out in order to get corresponding conclusions and policy recommendations. Firstly, through the related theoretical explanations such as public goods, public finance and other theories, to lay the theoretical foundation about health investment behavior of our government and give a clear need for government to increase health investment; Secondly, with the input of health data and related data in Liu yang City hospitals, to analyze the status of our government's investment to township hospitals and the existing problems in the field of the government's investment to township hospitals, based on the analysis from four aspects:investment scale, investment structure, investment performance, investment fairness, and summary into the reasons for problems in the end; Finally, from the perspective of public finance, to put forward some sound policy recommendations in order to improve government health expenditure to township hospitals.
