Under The Background Of New Healthcare Reform, Existing Problem And Countermeasure Research Of The Government Health Investment

Background: Health is a basic right of citizens, based on theprinciples of equality and fairness,the government guarantee to providebasic medical and health services and products, and since public health isa basic product attributes, claiming government intervention to meet themedical needs of the residents, and ultimately improved health status ofthe residents of the goal.On April6th,2009, Opinions of the CPC Central Committee and theState Council on Deepening the Health Care System Reform indicatedthat working out a multi-source health investment mechanism with thegovernment playing the dominant role. In April2012, the State Councilpromulgated the2012Work Arrangement of Deepening the Health CareSystem Reform, once again emphasized to actively promote the reform ofpublic hospitals, and explicitly pointed out that reforms should focus onthe county hospital. County public hospitals meeting health servicesneeds and demand of urban and rural residents is significant to maintainthe health of residents, and to ease difficulties in medical care.Objective: Government health investment is performing their dutiesin the field of health through fiscal budget, which aims to improve theconditions of health service, ensure that the medical and health institutions provide good health services to residents, and improve thelevel of resident health insurance, ultimately, heighten sense ofwell-being. This paper summarized the government investment policyand its current status of public hospital at county level in Guangxithrough health investment data system, analyzed the problems appearedin the implementation process of government health investment and madean in-depth discussion. According to the demand of deepening health caresystem reform and sustainable development of health services，this paperprovided the theoretical basis of health investment and related policyrecommendations for further processing the reform of public hospital atcounty-levels.Methods: By Literature inquiries and Annual Financial Information ofHealth to obtain government health investment compensation-relatedinformation, on this basis,analyzing Quantitative data in quantitative way.Processing qualitative data scientifically for the reasons discussed andtheoretical.Results:(1) Since the new health care reform, the health spendingof Guangxi government has increased every year, and the increasemomentum still remained;The structure of county-level hospitalsexpenditure maintained relative balance with slight surplus.(2)From theaspect of investment structure, the total investment of county-levelhospitals was slightly lower than which of city hospital. The investmentof city hospital increased every year, whereas the amount of county-levelinvestment was influenced by health policy with larger fluctuations.(3)From the aspect of investment equity, the average number of health institutions, health personnel, hospital beds for per one thousand peoplein county-level hospitals was not only lower than the standard of westernareas, but also lower than national standard.(4) From the aspect ofinvestment efficiency, the number of patients and emergent patientsincreased every year. The average days of hospitalization, bed utilizationratio, urnover rate of hospital beds and the average days of hospitalizationbefore discharge were increased and showed a trend of slow growth;Theaverage payment（average expenditure of emergent patients per capita（Yuan），the daily cost per inpatient（Yuan）average drug expenses ofdischarge patients（Yuan））is relatively stable without huge increases.Recommendation: Government health investment is a systematicproject, therefore its overall situation should be grasped macroscopicallybased on the reality, and good top-level design should be made to ensurethe objectivity, science, rationality and sustainability on health investment.Changing ideas and setting up the people-oriented awareness whichwould push the regulating of health investment mechanism institutionally.Government should strengthen macro-control appropriately, adjust andoptimize the size and structure of government health investment, andimprove the efficiency of investment. It is quite important for thegovernment to strengthen the supervision and administration, and toaccelerate the establishment of government health investmentperformance evaluation system.
