Research On Government Health Investment In T Township Hospital

Since the implementation of the new medical reform in 2009,the basic medical reform in China has achieved remarkable results around the principle of "ensuring basic,strong grass-roots and building mechanism".However,with the deepening of medical reform,some new problems and new situations have emerged gradually,especially in the rural areas of China.The survey shows that the problem of "seeing a doctor is expensive and difficult to see a doctor" still exists in varying degrees: the degree of alleviating the burden of seeing a doctor is not obvious,and the direction of farmers' visit is reversed.In 2015,the "primary medical treatment" system was put forward,and the township hospital was the center of the rural primary medical and preventive health care network.According to the theory of public goods,the public health services provided by township hospitals have obvious characteristics of public products,while the theory of government functions clearly indicates that the government has the responsibility to provide social public services.Therefore,the functional orientation of township hospitals based on prevention and health care also decides that they can not get funds for development by medical services,and they must be subsidized by the government's health input.Based on the field investigation and Research on T township hospital,analyzes three aspects of T township government health investment scale,structure,efficiency,in-depth study of the various problems of T township government health investment,T township government health investment does exist unreasonable investment structure and the use of funds and low efficiency,through to these problems through scientific and reasonable analysis and according to these problems and puts forward some specific T for township government health investment management advice.
