Research On Government Health Investment In The Rural Hospital Of Guangxi

Background:In 2009, China’s Deepening Health Care System Reform proposed to working out a multi-source health investment mechanism which dominated by government, whereas covering the basic, strong the base, building the mechanism are the core objectives. To develop the rural hospital is carrying out the spirit of China’s Health Care System Reform and the key role of landing the Grading Diagnosis system. The rural hospital is a mainstay of China’s rural health service network, which meeting health services needs and demands of rural residents and to ease difficulties in health care service.Objective:Government health investment is performing their duties of health through fiscal payment to purchase health goods and health services, which aims to promoting the sustainable development of the health service institutions, improving health service conditions, ensuring residents’health authority, and heightening sense of well-being. This article systematically hackled health investment data of rural hospitals in Guangxi to analysis how’s government health investment carrying out at the rural hospital. Then investing the obstacles and problems appeared in the implementation and made an further discussion. According to the in-depth reason, this article provided policy recommendations for further promoting the sustainable healthy development of the rural hospital.Methods:By literature inquiries and Data analysis, investigating rural hospitals to obtain the government health investment compensation-related information, processing data by applying software. Analysis and evaluation qualitative data by using descriptive, transverse and longitudinal comparative.Results:(1) Analysis from the investment size:government health investment to the rural hospital was gradually increase, government investment number had raised from 523million in 2009 to 3.45million in 2014; The main investment source was come from county finance; The proportion of drug income and medical of the rural hospital was shrinking, medical income and drug income accounted the total income for 45.42% and 38.30% reduced to 38.71% and 23.88% from 2009 to 2014; (2) Analysis from the investment structure:the investment in basic public health services accounted for around 40%; Total amount of investment in personnel gradually improve,while accounted for from 39.78% decreased to 36.98%; Special expenditure of public health project expenditure proportion fell to 26.93% from 38.53%; (3) Analysis from the fairness in distribution:the overall situation of health resources in Guangxi was lower than in the west and the national average standard; According to the configuration of the rural population the rural hospital quantity, establishment of beds and staff number present unfairness; (4)Analysis from the investment efficiency:productivity index and medical costs indicators were stably growth; While the public health expenditure was negative growth.Conclusions and Recommendations:government health investment has become the most important income ways of the rural hospital, while the government failed to take responsibility of health investment; Lack of local constraints investment mechanism, whereas regional health planning or regulatory regime has improve yet. In view of those factors, this paper puts forward the following suggestions in order to ensure the healthy and sustainable development of the rural hospital:such as, increasing government attaches to the development of the rural hospital; Perfecting government health investment mechanism; Transformation of the mode of investment and optimizing investment structure; Improving the relevantly system, and so on.
