Health expenditure is the key of ensuring both the health system work in gear and the health of population. The output efficiency of health is the primary coverage to measure the efficiency of the health system. The gaps exist in the government investment and the out-of-pocket expenditure of resident for the health care, among the 31 provinces in the mainland.In this dissertation, firstly, the input indexes were studied including the government investment, the out-of-pocket expenditure of resident, the number of health institutions per thousand persons, the number of sickbeds per thousand persons, the number of health personnel per thousand persons. Secondly, the adjustment death rate was selected as output index. The efficiency of government investment and the out-of-pocket expenditure how to influence the mortality has been investigated. What extent of the government investment and the out-of-pocket expenditure can impact the mortality and the paths of these two kinds of health expenditures impact the mortality has been also ascertained.The dissertation is an empirical study, utilizing the data of year book from 1997 to 2009, uses the regression model as the main study method, and also uses the analysis of elasticity and the path analysis. It comes to the following conclusions:(1) The efficiency of health expenditure is much higher in the Southwest and the Northwest than other regions in China; (2) There is a very strong correlation between the government investment and the out-of-pocket expenditure in every province; (3) The direct effect of the government investment and the out-of-pocket expenditure influence the mortality is significant, and the health expenditure reduce the mortality through the sickbeds and the health personnel.
