Back groundWe are in a key stage of modernization and reformation. With the development of market economy, social contradiction in population, resources and environment is becoming prominent. Meanwhile, we are also facing the potential threats of infectious diseases, food poisoning and occupational hazards. In order to handle the potential biological, chemical and physical threats, the goverment has undertaken the major tasks of scientific research mangagement, which is to organize efficient scientific research for the sudden public health events.ObjectiveTo grasp the scientific issues from sudden public health events, we set up a study on scientific research management based on these scientific issues, thus providing a basis for immediate control and scientific research administration of sudden public health events.Methods1. Mathematics methods were used to construct a model for the evaluation of vulnerability and risk of public health crisis, and provide evidence for the initiation of public health response and scientific research.2. Literature reviewing and field epidemiological methods were used to present the scientific issues in the immediate responses to sudden public health events and the requests for immediate scientific research managements.3. Field epidemiological methods in combination with several cases of immediate responses were used to clarify major problems existing in the scientific research management for sudden public health crisis.4. The organization, working mechanism and stimulation and achievement-effect evaluation were used to construct a model of scientific research management for sudden public health events. Results1. The social factors, natural factors and economic factors affecting the formation of sudden public health events have been clarified, and twelve parameters were selected to construct risk-warning model of population-based vulnerability in metropolitan area.2. Systemic investigation revealed major risk factors for sudden public health events in metropolitan, including some source of infection, high density of population, living crowdedness, rapid transportation, incomplete surveillance system and storage mechanisms, etc.3. Professional isolation, lack of scientific resource interrogation, lack of clear-cut of crisis subjects, co-existence of resource waste and insufficiency, unnecessary repetition and high investment with low outcome were the major problems of current scientific research on public health crisis.4. A scientific research model which is suitable for current situations in China was designed, including organization of immediate scientific research administration, coordination of organizations of different levels, and achievement-effect salary systems based on multiple major evaluations.ConclusionImmediate scientific research on sudden public health events plays an important role in realizing the government's goal or immediate response to public health crisis. Currently, risk factors of sudden public health is miscellaneous, and the administration mechanism of scientific research is incomplete. This study presents a suitable systematic model of scientific research management for solving these problems.
