A Study On Public-welfare-oriented Reforms Of The Public Hospitals In China

In 2009,the CPC Central Committee and the State Council issued,"On Deepening the Reform of the Medical and Health System a number of opinions",and the opinion pointed out that the operation of public hospitals must be carried out in accordance with the principles of public welfare and social benefit,and asked it as a non-profit organization for the purpose of non-profit making,to meet the basic medical needs of the broad masses of social public.Since the implementation of the new medical reform,welfare reform of public hospitals has achieved remarkable results,but there are still many problems,lack of public welfare problem which is particularly prominent in public hospitals,but also for public welfare definition is unclear.Because public hospitals in the blind pursuit of high profit and cause serious welfare issues such as desalination or absent,there is an urgent need to reform welfare so that public hospitals return to public welfare.This article is based on the interests of the people as the starting point of public welfare reform,and welfare reform of public hospitals in China were analyzed.Improving the public service of the hospital is the only way to return to public welfare of the public hospital in our country.This paper began to analyze from the history and current situation of our public hospitals and welfare,discuss the Lack of welfare in public hospitals market mainly in unequal market position of public hospitals,improper competing profit,by drugs to support medical and the other serious and the vicious circle of the hospitals,the reason is that the impact of the monopoly of public hospitals and poor oversight,government financial compensation mechanism is not perfect and hospital internal operationmanagement mechanism is not active,etc.,and for the welfare lack of public hospitals proposed phase corresponding suggestions and countermeasures,mainly the introduction of competition mechanism to eliminate public hospitals monopoly,to strengthen supervision to establish an efficient operation supervision system,a modest increase government financial input,etc.to improve the compensation mechanism in public hospitals,changing operational mechanism to improve operational management effectiveness,in order to have important guiding significance to the promotion of public hospital commonweal return.
