In recent years,the integration of urban and rural basic medical insurance has always been the local people's livelihood development theme.The fragmentation of medical insurance system in urban and rural areas highlights: the lack of fairness,duplication of insurance,system is difficult to convergence and co-ordination level is low.In case of the lack of top-level design that central government formulates,local government explored the integration of medical insurance system from 2008,combing with the local actual situation.They integrated urban and rural basic medical insurance creatively and improved the fairness and security of the system,which emerged distinctive integration model.These unique integration models not only provide a demonstration and empirical basis for undeveloped areas,but also promote the integration of other areas of the medical insurance system.With the introduction of 2016 Year State Council document "on the integration of urban and rural basic medical insurance system views",a nationwide integration work of urban and rural basic medical insurance is officially put on the agenda.In this paper,the author summarizes the typical practices of urban and rural basic medical insurance in the past: "three in one" unified model,"three in two" gradual progress unity model and "three in two" and commercial insurance model,then compare the similarities and differences.This paper analyzes the three kinds of models from the aspects of implementation plan,management system,raising mechanism and treatment payment level,and sums up the common characteristics of the three types of models to integrate the experience of urban and rural basic medical insurance system.Finally,the author puts forward some suggestions on how to optimize the integration of the urban and rural basic medical insurance system,and provide theoretical guidance and practical demonstration for other areas in the future.
