An Analysis On The Implementation Of Medical Assistance Policy For Chinese Major Disease Medical Assistance In B City

Chinese major disease medical assistance is an important part of the basic healthcare security system.Since its creation in 2012,Chinese major disease medical assistance system has improved the problem of poor for disease and back to be poor for disease by expanding coverage of social security programs and increasing social security benefits.Currently,Chinese major disease medical assistance has acquired much achievement,but also has some implementing problems,such as the difficulties of policy objectives,the complicacy of its procedure and the accuracy of medical assistance objects.Understanding and solving these problems is important significance for the effective execution of Chinese major disease medical assistance.This paper is a study of policy execution about Chinese major disease medical assistance.One side,the field research in B City is aim at making of current situation about Chinese major disease medical assistance,understanding these problems and analyzing the causes.The other side,The Smith Policy-Implementation-Processing pattern is used to analyze the problems about policy execution of Chinese major disease medical assistance.Divided into four aspects:the idealized policy,the implementing organization,target groups and environmental factor,this multi-angle analysis is benefit to explore the optimization route about policy execution of Chinese major disease medical assistance.On the basis of the relevant theories of medical aid policy implementation at home and abroad,this paper focuses on the implementation of the policy of medical aid in B City,which is from the perspective of Smith's policy model.The policy is biased in execution,and the deviation is mainly perfunctory execution,selective execution,and mechanical execution.Based on the Smith policy model,this paper points out the reasons that affect the deviation of policy implementation:the lack of rationality of the policy itself and the ambiguity of its contents;the lack of communication between the civil affairs departments and the financial,social,health care departments,the overall quality of the executive is not high,low awareness of policy identity and weak sense of entitlement;The imperfection of the supervisory system in the policy environment,the lack of legal environment support and the lack of the culture of participation in the politics.Based on the above situation,to solve the problem of the bias in the implementation of medical policy of major diseases,following specific measures can be taken:setting a democratic and scientific policy and improving the punishment mechanism from the perspective of the policy itself;Strengthening the communication and the cooperation among executive agencies and improving the quality of executive staff from the executive main bodies' view;improving the personal quality of the assistance objects,enhancing the object 'identity with the policy,and enhancing the awareness of the rights of the target group from the perspective of the target group;improving the oversight system for implementing policies,improving the laws and regulations governing the rescue policies,and cultivating a participative political culture from the perspective of policy environment optimization.The development of the medical policy of the major diseases reflects the importance that the party and the government pay attention to the people's livelihood.Whether this kind of attention can achieve the substantive effect depends on the implementation of the implementation of the policy.
